  Hard to guess the causality. Are happier, fitter, richer people more likely to bike, or does biking make one more likely to be happy, fit, and rich? Maybe it works both ways at the same time.

  Agreed; it’s hard to say which comes first. Like you say, probably a little of both.

  I reckon it has just a little to do with municipalities that make cycling a priority, promote it, and stop privileging just one type of user of the infrastructure.
