You beat me to it, Pamela! He totally looks like he is either mourning the loss of his stolen bike or else he was drunk when he parked it and is trying to retrace his steps :-)
It’s big compared with anything outside the Netherlands, but what may surprise you is that this is no longer a very large cycle park for a Dutch railway station. There are “only” 2000 or so spaces. Groningen already has over 4000 in one park (for a total of over 6000 spaces) and Utrecht is planning parking for 20000 bikes.
